1. Melt butter, sugar, hearsey syrup and milk for 4 minutes, 70 degrees, speed 1 until all butter is melted.
2. Add the flour, cocoa, baking powder and bicarbonate of soda and combine on Speed 5 for 5 seconds. Scrape down edge and repeat if necessary
3. Preheat oven. Pour into cupcake cups. Bake at for about 16 minutes at 160 degrees.
